Today a story about the corporate takeover of the Environmental Protection agency.<\/p>\n<p>It&#8217;s common for pundits to ridicule the Trump administration and Congress for pretty much zero major accomplishments over the past six months aside from a new Supreme Court justice. What&#8217;s not as evident, however, according to a <a href=\"https:\/\/www.nytimes.com\/2017\/07\/01\/us\/politics\/trump-epa-chief-pruitt-regulations-climate-change.html?hp&amp;action=click&amp;pgtype=Homepage&amp;clickSource=story-heading&amp;module=first-column-region&amp;region=top-news&amp;WT.nav=top-news&amp;_r=0\">New York Times article<\/a> is &#8220;While much of Mr. Trump\u2019s policy agenda is mired in legal and legislative delays, hampered by poor execution and overshadowed by the Russia investigations, the E.P.A. is acting.&#8221;<\/p>\n<p>Acting to do what?<\/p>\n<p style=\"padding-left: 30px;\">Since February, Mr. Pruitt has filed a\u00a0<a href=\"https:\/\/www.federalregister.gov\/documents\/2017\/04\/04\/2017-06522\/review-of-the-clean-power-plan\">proposal of intent<\/a>\u00a0to undo or weaken Mr. Obama\u2019s\u00a0<a class=\"meta-classifier\" title=\"Recent and archival news about global warming.\" href=\"http:\/\/topics.nytimes.com\/top\/news\/science\/topics\/globalwarming\/index.html?inline=nyt-classifier\">climate change<\/a>\u00a0regulations, known as the Clean Power Plan. In late June, he filed a\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/06\/27\/climate\/epa-rescind-water-pollution-regulation.html\">legal plan<\/a>\u00a0to repeal an Obama-era rule curbing pollution in the nation\u2019s waterways. He\u00a0<a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/FR-2017-06-16\/pdf\/2017-12698.pdf\">delayed\u00a0<\/a>a rule that would require fossil fuel companies to rein in leaks of methane, a potent greenhouse gas, from\u00a0<a class=\"meta-classifier\" title=\"More articles about oil.\" href=\"http:\/\/topics.nytimes.com\/top\/news\/business\/energy-environment\/oil-petroleum-and-gasoline\/index.html?inline=nyt-classifier\">oil<\/a>\u00a0and gas wells. He delayed the date by which companies must comply with a\u00a0<a href=\"http:\/\/jordanbarab.com\/confinedspace\/2017\/06\/14\/epa-reconsiders-protecting-communities\/\">rule<\/a>\u00a0to prevent explosions and spills at chemical plants. And he\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/05\/15\/health\/pesticides-epa-chlorpyrifos-scott-pruitt.html\">reversed a<\/a><a href=\"https:\/\/www.nytimes.com\/2017\/05\/15\/health\/pesticides-epa-chlorpyrifos-scott-pruitt.html\">\u00a0ban<\/a>\u00a0on the use of a pesticide that the E.P.A.\u2019s own scientists have said is linked to damage of children\u2019s nervous systems.<\/p>\n<p>Instead of doing a full piece on Pruitt, I&#8217;m going to take the easy route and just list some excerpts below. (Even the staff at Confined Space world headquarters need a break sometimes.) You can read the article if you have the time and peace of mind.<\/p>\n<p>On Pritt&#8217;s skill (compared to most of the other dundersheads Trump has appointed):<\/p>\n<p style=\"padding-left: 30px;\">\u201cJust the number of environmental rollbacks in this time frame is astounding,\u201d said Richard Lazarus, a professor of environmental law at Harvard. \u201cPruitt has come in with a real mission. He is much more organized, much more focused than the other cabinet-level officials, who have not really taken charge of their agencies. It\u2019s very striking how much they\u2019ve done.\u201d<\/p>\n<blockquote><p><strong><span style=\"color: #0000ff;\">Mr. Pruitt\u2019s main source of counsel on industry regulations appears to be the industries he regulates.<\/span><\/strong><\/p><\/blockquote>\n<p>And he does all of this damage without the input of EPA&#8217;s 15,000 person staff:<\/p>\n<p style=\"padding-left: 30px;\">Instead, Mr. Pruitt has outsourced crucial work to a network of lawyers, lobbyists and other allies, especially Republican state attorneys general, a network he worked with closely as the head of the Republican Attorneys General Association. Since 2013, the group has collected $4.2 million from fossil fuel-related companies like Exxon Mobil, Koch Industries, Murray Energy and Southern Company, businesses that also worked closely with Mr. Pruitt in many of the 14 lawsuits he filed against the E.P.A.<\/p>\n<p style=\"padding-left: 30px;\">Mr. Pruitt\u2019s main source of counsel on industry regulations appears to be the industries he regulates. An excerpt from his\u00a0<a href=\"https:\/\/www.eenews.net\/assets\/2017\/06\/15\/document_gw_08.pdf\">calendar<\/a>\u00a0for Feb. 21 to March 31, acquired through the Freedom of Information Act by the energy trade publication E &amp; E News, details multiple meetings with chief executives and lobbyists from oil, gas, chemical, agribusiness and other industries regulated by the E.P.A., as well as with Mr. Pruitt\u2019s personally appointed political staff \u2014 but few meetings with career employees or environmental groups.<\/p>\n<p>And a few political appointees:<\/p>\n<p style=\"padding-left: 30px;\">Within the agency, Mr. Pruitt relies on the counsel of a small network of political appointees, including a number of former lobbyists and senior industry officials.
