{"id":2336,"date":"2017-11-22T14:01:27","date_gmt":"2017-11-22T19:01:27","guid":{"rendered":"http:\/\/jordanbarab.com\/confinedspace\/?p=2336"},"modified":"2017-11-23T12:54:27","modified_gmt":"2017-11-23T17:54:27","slug":"journal-editorial-board-resigns","status":"publish","type":"post","link":"https:\/\/jordanbarab.com\/confinedspace\/2017\/11\/22\/journal-editorial-board-resigns\/","title":{"rendered":"Editorial Board Resigns after Corporate Takeover of Worker-Oriented Public Health Journal"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-287\" src=\"http:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/03\/DSC09187-300x200.jpg\" alt=\"Journal\" width=\"347\" height=\"231\" srcset=\"https:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/03\/DSC09187-300x200.jpg 300w, https:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/03\/DSC09187-768x512.jpg 768w, https:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/03\/DSC09187-1024x683.jpg 1024w, https:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/03\/DSC09187-1200x800.jpg 1200w, https:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/03\/DSC09187-800x533.jpg 800w\" sizes=\"auto, (max-width: 347px) 100vw, 347px\" \/>The entire 22-member Editorial Board of the <a href=\"http:\/\/www.tandfonline.com\/loi\/yjoh20\">International Journal of Occupational and Environment Health<\/a> <a href=\"http:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/11\/LETTER-NAT-LIBRARY-MEDICINE.pdf\">resigned<\/a> this morning after a months-long struggle with the Journal&#8217;s new owners who have &#8220;have acted in a profoundly unethical fashion&#8221; and have moved the worker-oriented publication to a more corporate focus.<\/p>\n<p>The fate of the IJOEH is important to worker health in this country.\u00a0A recent article in <a href=\"https:\/\/www.propublica.org\/article\/sudden-shift-at-a-public-health-journal-leaves-scientists-feeling-censored\">ProPublica<\/a> explains that under the new owner, the IJOEH is moving toward favoring \u201ccorporate interests over independent science in the public interest.\u201d<\/p>\n<p style=\"padding-left: 30px;\">IJOEH is best known for exposing so-called \u201cproduct defense science\u201d \u2014 industry-linked studies that defend the safety of products made by their funders. At a time when the Trump administration is advancing\u00a0<a href=\"https:\/\/www.propublica.org\/article\/a-wide-open-door-for-pesticide-lobbyists-at-agriculture-department\">policies<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/09\/19\/science\/epa-chemical-industry-dourson.html\">nominees<\/a>\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/10\/21\/us\/trump-epa-chemicals-regulations.html?rref=collection%2Fbyline%2Feric-lipton&amp;action=click&amp;contentCollection=undefined&amp;region=stream&amp;module=stream_unit&amp;version=latest&amp;contentPlacement=5&amp;pgtype=collection\">sympathetic<\/a>\u00a0to the chemical industry, the journal seems to be veering in the same direction.<\/p>\n<p style=\"padding-left: 30px;\">\u201cThere are many scientists who work for corporations who are honest scientists,\u201d said David Michaels, the former head of the federal Occupational Safety and Health Administration under President Obama. \u201cWhat we\u2019re concerned about here is the \u2018mercenary science\u2019 \u2026 that\u2019s published purely to influence regulation or litigation, and doesn\u2019t contribute to public health.\u201d<\/p>\n<p style=\"padding-left: 30px;\">\u201cI think the IJOEH articles were threatening to that whole industry,\u201d said Michaels, now an environmental and occupational health professor at George Washington University.\u00a0 \u00a0While Michaels has never served on the journal\u2019s editorial board, he has published an article in the journal and peer-reviewed others.<\/p>\n<p style=\"padding-left: 30px;\">The journal was one of the relatively few places that provided an outlet for \u201cscientists whose work is independent of the corporations that manufacture chemicals,\u201d he said. \u201cThe silencing of that voice would be a real loss to the field.\u201d<\/p>\n<blockquote><p><span style=\"color: #0000ff;\"><strong>\u201cI think the IJOEH articles were threatening to that whole industry.&#8221;\u00a0 &#8211; Dr. David Michaels, George Washington University<\/strong><\/span><\/p><\/blockquote>\n<p>The problem began when the British-based Taylor &amp; Francis, one of the largest publishers of academic journals, bought IJOEH in 2015. Last year, without consulting the Editorial Board, Taylor &amp; Francis hired a new\u00a0editor-in-chief, Andrew Maier.\u00a0Maier, an environmental health professor at the University of Cincinnati, runs a program for research fellows at TERA (Toxicology Excellence for Risk Assessment), a consulting firm that analyzes chemical safety. Tera was founded by Michael Dourson, a former tobacco industry defender, and Trump&#8217;s highly <a href=\"http:\/\/thehill.com\/opinion\/energy-environment\/356091-trump-wants-big-tobacco-ally-to-run-epa-chemical-safety\">controversial<\/a> (and <a href=\"http:\/\/www.starnewsonline.com\/news\/20171115\/burr-tillis-will-not-support-controversial-epa-chemical-choice\">possibly unsuccessfu<\/a>l) nominee for EPA Assistant Administrator for Toxic Substances.<\/p>\n<p>The publisher claimed to have contacted one Board member, Jukka Takala, about Maier&#8217;s appointment, although according to <a href=\"http:\/\/retractionwatch.com\/2017\/05\/12\/publisher-responds-public-health-journal-editorial-boards-grave-concerns\/\">Retraction Watch<\/a>, Takala claims that &#8220;I was never consulted on Dr Maier and had no information about him.&#8221;<\/p>\n<p>In addition to bypassing the Board on the appointment of Maier, the new owners also withdrew and peer-reviewed article by journal\u2019s former editor-in-chief David Egilman &#8212; after it has been published. Egilman&#8217;s article criticized Union Carbide Corporation\u2019s efforts to oppose workers\u2019 claims of asbestos exposure.\u00a0 The publisher also flagged three other articles that had been approved while Egilman was editor-in-chief.<\/p>\n<p>Egilman&#8217;s <a href=\"http:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/11\/Bakelite-paper.pdf\">article<\/a> was critical of industry consultant Dennis Paustenbach who had conducted a study for Union Carbide which attempted to show that workers who had contracted mesothelioma from asbestos exposure from the company&#8217;s product, Bakelite, had received very low levels of asbestos exposure. Egilman concluded that Paustenbach&#8217;s &#8220;study published asbestos fiber exposure measurements that underestimated actual exposures to create doubt about the hazards associated with the manufacture and manipulation Bakelite.&#8221;<\/p>\n<blockquote><p><span style=\"color: #0000ff;\"><strong> I\u2019ve never seen this kind of arrogance from a publisher who didn\u2019t deal with the board of a journal in terms of transitions like this. &#8212; Arthur Frank, Drexel University<\/strong><\/span><\/p><\/blockquote>\n<p>According to <a href=\"http:\/\/retractionwatch.com\/2017\/04\/27\/public-health-journals-editorial-board-tells-publisher-grave-concerns-new-editor\/\"><em>Retraction Watch<\/em><\/a>, which originally wrote about this story in April,\u00a0<em>IJOEH<\/em>\u00a0board member\u00a0Arthur Frank\u00a0of Drexel University said:<\/p>\n<p style=\"padding-left: 30px;\">&#8220;I\u2019ve been publishing since the 1960s. I\u2019ve been at this a long time. And I\u2019ve never seen this kind of arrogance from a publisher who didn\u2019t deal with the board of a journal in terms of transitions like this.&#8221; Frank added that he has a paper in the review pipeline at the journal that he resubmitted with minor revisions, and has waited months for a decision \u2014 a process that normally takes weeks. His main concern, he said, is that the journal will move in a direction in which it becomes more friendly to corporate interests.<\/p>\n<p><em>Retraction Watch<\/em> is a blog that focuses on &#8220;Tracking retractions as a window into the scientific process.&#8221;<\/p>\n<p>In response to these actions, the entire 22 member Board and six former Board members <a href=\"http:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/11\/LETTER-NAT-LIBRARY-MEDICINE.pdf\">wrote<\/a> last week to the National Library of Medicine, describing the problems and requesting that the NLM &#8220;rescind the listing of IJOEH in Medline, require the new owner of <em>IJOEH<\/em>, Taylor &amp; Francis, to submit a new application for listing of <em>IJOEH<\/em> in Medline, and then reject that renewal application when it is submitted.&#8221;<\/p>\n<p>As ProPublica explains, &#8220;Academic journals are often judged by the reputations of those on their editorial boards, and this list includes a Columbia University dean, the president of the International Commission on Occupational Health and a scientist who helped establish the cancer classification system used by the International Agency for Research on Cancer.&#8221;<\/p>\n<p>According to <a href=\"https:\/\/www.the-scientist.com\/?articles.view\/articleNo\/50999\/title\/Editors-Claim-Censorship-at-a-Public-Health-Journal\/\">The Scientist,<\/a> such actions are rare:<\/p>\n<p style=\"padding-left: 30px;\">\u201cI have not before heard of an editorial board asking the NLM to remove a journal from PubMed,\u201d which includes the Medline database,\u00a0Philippe Grandjean, an adjunct professor at Harvard\u2019s T.H. Chan School of Public Health, tells\u00a0<em>The Scientist\u00a0<\/em>in an email. \u201cI\u2019m afraid that outside interests are trying to turn this scholarly journal into a communication medium for industry views. We already know that this is the case with a journal like\u00a0<em>Critical Reviews in Toxicology<\/em>.\u201d<\/p>\n<p>The <a href=\"http:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2017\/11\/LETTER-NAT-LIBRARY-MEDICINE.pdf\">resignation letter<\/a>, addressed to Managing Director Ian Bannerman, states that &#8220;We have been unsatisfied with our interactions with you and Taylor and Francis, especially regarding the appointment process for the new Editor-in-Chief, and the unilateral withdraw of approved or printed articles by the publishers. We do not wish to be party to the apparent new direction that the journal appears to be moving towards, and will\u00a0 not be a party to these developments.&#8221;<\/p>\n<p>Meanwhile, workers are left <a href=\"https:\/\/www.propublica.org\/article\/sudden-shift-at-a-public-health-journal-leaves-scientists-feeling-censored\">without an scientific advocate<\/a>.<\/p>\n<p style=\"padding-left: 30px;\">\u201cI can\u2019t think offhand of [another] pro-worker occupational safety and health journal,\u201d [Joe] LaDou [who founded IJOEH in 1995] said. \u201cSome are better than others \u2014 less controlled \u2014 but there\u2019s nothing to replace what IJOEH was doing, particularly on an international scale.\u201d<\/p>\n<p style=\"padding-left: 30px;\">Most occupational health experts work for industry in some way because there\u2019s little independent funding, said Celeste Monforton, an environmental and occupational health lecturer at Texas State University.
