{"id":8997,"date":"2024-03-26T15:09:38","date_gmt":"2024-03-26T19:09:38","guid":{"rendered":"https:\/\/jordanbarab.com\/confinedspace\/?p=8997"},"modified":"2024-03-26T15:25:41","modified_gmt":"2024-03-26T19:25:41","slug":"baltimore-bridge-collapse-with-workers-on-top","status":"publish","type":"post","link":"https:\/\/jordanbarab.com\/confinedspace\/2024\/03\/26\/baltimore-bridge-collapse-with-workers-on-top\/","title":{"rendered":"Baltimore Bridge Collapses With Workers On Top"},"content":{"rendered":"<p><span class=\"firstcharacter\">W<\/span>atching Baltimore&#8217;s Frances Scott Key Bridge collapse into the Patapsco river after a ship hit a bridge support is at the same time fascinating and tragic.<\/p>\n<p>Fascinating because watching a giant structure like that collapse on camera is a rare and dramatic event &#8212;\u00a0 until you remember that this is not a controlled demolition; you&#8217;re watching workers die.\u00a0 At least 8 road crew workers were working on the bridge before it collapsed, and only two have been rescued, one in very serious condition. No one on the ship was injured.<\/p>\n<div style=\"width: 640px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-8997-1\" width=\"640\" height=\"360\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2024\/03\/file_1280x720-2000-v3_1-1.mp4?_=1\" \/><a href=\"https:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2024\/03\/file_1280x720-2000-v3_1-1.mp4\">https:\/\/jordanbarab.com\/confinedspace\/wp-content\/uploads\/2024\/03\/file_1280x720-2000-v3_1-1.mp4<\/a><\/video><\/div>\n<p>I had the same chilling feeling after watching a 1999 video of a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Big_Blue_crane_collapse\">crane collapse<\/a> at Miller Park (now American Family Field) baseball stadium in Milwaukee, Wisconsin where three workers, Jeffrey Wischer, William DeGrave, and Jerome Starr, were killed when the suspended personnel platform in which they were observing the lift was hit by the falling crane. By coincidence, OSHA was at the site that morning, inspecting another part of the stadium as it was being constructed. There were high winds that day and the OSHA inspector happened to turn his camera to the crane right before the winds knocked it over.<\/p>\n<p>Apparently, the ship that hit the bridge support had lost power but was able to issue a mayday call shortly before striking the bridge, giving officials a short time to stop cars and try to evacuate the span before it fell into the river. The workers on the Key Bridge were employed by Brawner Builders to fix potholes on the bridge.\u00a0 But despite the mayday call, the road repair crew remained on the bridge, with its vehicles parked on the span.\u00a0 There may also have been passenger vehicles still on the bridge.<\/p>\n<p>It is unlikely that any of the workers who have not been rescued are still alive, even if they survived the initial collapse. According to the <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2024\/03\/26\/baltimore-key-bridge-collapse-maryland\/\">Washington Post<\/a>,<\/p>\n<p style=\"padding-left: 40px;\">At the time of the collapse, the air temperature was around 44 degrees, according to data from the National Oceanic and Atmospheric Administration. Water temperatures in the Chesapeake Bay near Baltimore were around 48 degrees.<\/p>\n<p style=\"padding-left: 40px;\">At water temperatures between 40 and 50 degrees, \u201ca person can lose the ability to make coordinated hand and finger movements in less than 5 minutes, lose consciousness in 30 to 60 minutes, and can likely swim only 7 to 40 minutes before exhaustion and die [within] 1 to 3 hours even with flotation,\u201d writes John Downing, director of Minnesota\u2019s Sea Grant program.<\/p>\n<p style=\"padding-left: 40px;\">NOAA states that \u201cbody heat can be lost 4 times faster in cold water than in cold air.\u201d<\/p>\n<h2>Freak Accident?<\/h2>\n<p>I often rail against workplace incidents being labeled &#8220;<a href=\"https:\/\/jordanbarab.com\/confinedspace\/category\/freak-accident\/\">freak accidents<\/a>,&#8221; because most of these incidents are the result of well-recognized hazards that the reporter wasn&#8217;t aware of.<\/p>\n<p>We don&#8217;t know yet what caused this ship to lose power or what could have prevented it.\u00a0 For the workers on the bridge, this may be as close to a &#8220;freak accident&#8221; as you will see.<\/p>\n<p>On the other hand, OSHA <a href=\"https:\/\/www.osha.gov\/laws-regs\/regulations\/standardnumber\/1926\/1926.106#:~:text=Employees%20working%20over%20or%20near,jacket%20or%20buoyant%20work%20vests.&amp;text=Prior%20to%20and%20after%20each,alter%20their%20strength%20or%20buoyancy.\">requires<\/a> that &#8220;employees working over or near water, where the danger of drowning exists, shall be provided with U.S. Coast Guard-approved life jacket or buoyant work vests.&#8221; It&#8217;s unclear whether they were wearing life preservers or whether they would have survived the collapse of the bridge even with life preservers.\u00a0 All eight men had been on a meal break sitting in or near their vehicles when the bridge collapsed, <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2024\/03\/26\/baltimore-key-bridge-collapse-maryland\/#:~:text=all%20eight%20men%20had%20been%20on%20a%20meal%20break%20sitting%20in%20or%20near%20their%20vehicles%20when%20the%20bridge%20collapsed.\">according to a co-worker<\/a> who had not been working that night.<\/p>\n<p>It&#8217;s also unclear at this point why the workers were not immediately evacuated from the bridge even though there was time to stop traffic before the collapse.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Watching Baltimore&#8217;s Frances Scott Key Bridge collapse into the Patapsco river after a ship hit a bridge support is at the same time fascinating and tragic.
