That looks like a boatswains (bosun) chair from the tall ship days of the Navy. If this was used in conjucntion with a full body harness and a remote controlled hoist, hopefully incorporated into the seat unit, it might provide adequate protection from a fall. Tough work though ergonomically speaking. I would imagine a lot of nerve impingement on the upper leg lower back doing that all day, and strain for the shoulders, neck, and arms.
